§ 30.02 BOARD OF TRUSTEES, ELECTION AND TERMS.
   (A)   Composition; election. The Board of Trustees shall consist of five members, who shall be nominated and elected at large without regard to their place of residence within the corporate limits of the town.
   (B)   Terms of office. The term of office for a Trustee shall be for four years, beginning at 12:00 p.m. on the second Monday following the general municipal election. A Trustee shall serve until his or her successor is elected and qualified.
      (1)   The terms of the Trustees shall be staggered so that at one general municipal election, the following officers are elected for four-year terms:
         (a)   Trustee one;
         (b)   Trustee three;
         (c)   Trustee five; and
         (d)   Clerk-Treasurer.
      (2)   At the next general municipal election, the following officers are to be elected for four-year terms:
         (a)   Trustee two; and
         (b)   Trustee four.
   (C)   Resolution calling for election; filing by candidates.
      (1)   A resolution of the Board of Trustees calling for a general or special election to fill the office of Trustee shall state the number of four-year terms and the number of unexpired terms, if any, to be filled. The resolution shall direct that the ballot shall state the number of offices of Trustee to be filled for each term and that the voters shall vote for the number to be filled.
      (2)   Candidates for the office of Trustee shall file for a specific term, which shall be designated on the declaration of candidacy. Candidates receiving the largest pluralities for each designated term shall be elected.
