§ 72.03 SPEED REGULATIONS.
   (A)   General rule.
      (1)   Any person driving a vehicle on a street shall drive the same at a careful and prudent speed not greater than nor less than is reasonable and proper, having due regard for the traffic, surface and width of the street and to any other condition then existing. No person shall drive any vehicle upon a highway at a speed greater than that which will permit him or her to bring the vehicle to a stop within the assured clear distance ahead.
      (2)   The driver of every vehicle shall, consistent with the requirements of division (A)(1) above, drive at an appropriate reduced speed when approaching and crossing an intersection or railway grade crossing, when approaching and going around a curve, when approaching a hillcrest, when driving upon any narrow or winding roadway and when special hazards exist with respect to pedestrians or other traffic, or by reason of weather or highway conditions.
   (B)   General maximum speed limit.
      (1)   No vehicle, unless otherwise specifically authorized by this chapter, shall be driven at a speed greater than 25 mph upon any street within the town.
      (2)   The Board of Trustees may determine that certain other speed regulations shall be applicable upon specified streets or in certain areas, in which event, it shall be unlawful for any person to drive a vehicle at a speed in excess of any speed so declared when signs are in place giving notice thereof.
