(A) Generally. As long as the Authority has an outstanding indebtedness on a loan made or insured by the USDA Rural Development, the rate schedules in divisions (B), (C) and (D) below shall not be changed without the prior written consent of the State Director of the U.S. Department of Agriculture, Rural Utility Services.
(B) Sewer rate schedule. The following monthly sewer rate schedule, as adopted by the governing Board of the Authority, is hereby approved:
