The Metropolitan Area Planning Commission, as constituted, shall substitute for and replace the Regional Planning Commission of the town with respect to the area within the jurisdiction of the Metropolitan Area Planning Commission, which includes, but is not limited to, land located within three miles of the boundaries of the town, reserving, however, unto the town its Planning Commission and zoning ordinances the jurisdiction within the boundaries of the town.
