The County Highway Superintendent and all agent, servants and employees of the County Highway Department are hereby prohibited from maintaining, working on, improving or clearing any such roads which are not counted as a part of the county road system mileage in the Indiana State Highway Road Survey for the county until such roads have been brought to the above standards by any person or persons requesting such maintenance.
