From the date of the passage of this chapter, the Board of Commissioners shall not comply with any request from any citizens of the county to open unimproved roads, which have not been used as public roads for a period of ten years prior to the date of this chapter, including, but not limited to, those roads which are obliterated by trees, shrubs and other vegetation.
