After a decision on preliminary approval, disapproval or approval with conditions, findings of fact shall be completed and certified and signed by the President of the Plan Commission and a copy shall be mailed to the applicant and any interested parties that have requested a copy of the findings by letter to the Plan Commission or its staff.
