The following general regulations shall apply to all signs:
(a) No sign shall be erected or maintained at any location where it may obstruct or impair traffic in any manner nor shall any private sign be placed within the public right-of-way.
(b) Illuminated signs shall not be permitted in agricultural or residential districts. Any illuminated sign shall employ only a source that emits lighting that does not cause a glare or reflection that may constitute a traffic hazard or nuisance.
(c) Illuminated, computer-controlled, electronic message centers shall not be permitted.
(d) The area of a sign is hereby defined as the entire area within a single continuous perimeter enclosing the extreme limits of lettering, representations, emblems, or other figures, together with any material or color forming the background against which it is placed. Structural members bearing no sign copy shall not be included. Only one side of a freestanding or projecting double-faced sign shall be included in calculating the area, provided that the two display surfaces are joined at an angle no greater than sixty degrees. All sides of multi-faced signs, visible from any one street, shall be included in the calculation of the area.
