A special use permit shall be deemed to authorize only one particular special use and said permit shall automatically expire if the special use has not been instituted or utilized within one year of the date on which the special use was approved by the Commission, or if for any reason such use shall cease for more than one year. A change of ownership does not invalidate the special use approval.
