1292.04  FENCES.
   The following conditions shall apply to fences:
   (a)   Fences are required to have zoning certificates.
   (b)   In any "A," "I", "W" or "R" District, fences or hedges may not exceed three feet in height in the required front yard, and may not exceed seven feet in height in any other location on a lot; live fences are not to be of the thorny type.  No barbed wire fences are allowed.  A fence may be built to, but not on, the property line, and shall be located entirely on the property of the person constructing the fence.  Fences may be constructed directly upon the property line provided there is a written agreement between the adjoining property owners.  All fences shall be maintained in good condition, be structurally sound and attractively finished at all times.  Any ground between the fence and property line shall be well maintained.  A fence shall not be permitted to encroach upon public right-of-ways or easements.  A fence shall not be located so as to adversely affect the vision of drivers on the public streets or from driveways intersecting public streets.
   (c)   In any "C" or "M" District, fences or hedges may not exceed three feet in height in the required front yard, and may not exceed eight feet in height in any other location on the lot; live fences may not be of the thorny type.  No barbed wire fences are allowed.
   (d)   All fences shall be installed with the finished side facing the exterior of the property and with any posts located on the interior side of the fence, unless the adjoining property owner(s) of the property on which the fence is to be installed agree in writing to the unfinished side of the fence facing the exterior of the property.
   (e)   On all property located at a street and/or highway intersection in any zoning district, no fence or hedge may exceed three feet in height in the required front yard or required side yard between the main building or structure located on the property and the street or highway right-of-way.
