The Commission shall choose its own officers from among its members, make its own rules and regulations, and keep a journal of its proceedings. A majority of the members shall be a quorum for the transaction of business. The Tree Commission shall be responsible for allocating a minimum of two dollars ($2.00) per capita of the Village's population for the care, preservation, pruning, plantings, replanting, removal or disposition of trees and shrubs in parks, along streets, and in other public or private areas.
