244.015 COMPOSITION; CHAIN OF COMMAND.
   (a)   The composition of the Police Department may not exceed four full time employees, including a Chief, and may be designated as follows:
      (1)   A Marshal, who shall hereinafter be designated “Chief of Police”;
      (2)   Up to one full-time deputy marshal who may be designated as a “Captain”;
      (3)   One full-time deputy marshal who may be designated as a “Lieutenant”;
      (4)   One full-time deputy marshal who may be designated as a “Sergeant”;
      (5)   Up to one or more full-time deputy marshals who may be designated as a “Corporal”;
      (6)   Up to four full-time deputy marshals who may be designated as a “Patrolman”;
      (7)   Such number of part-time deputy marshals as Council may provide for by ordinance, each of whom shall hereinafter be designated a “Patrolman”;
      (8)    Such number of policemen, as Council may provide for by ordinance, to be appointed on an annual basis for a period of time that shall not exceed six months in any twelve-month period, which appointee(s) shall not be deemed deputy marshal(s). During the term of appointment provided for in this subsection, each appointee shall hereinafter be designated a “Patrolman”. For purposes of this provision a period of six months employment shall mean a total of not more than 180 work days in any calendar year period.
      (9)   Such number of part-time dispatchers as Council may provide by ordinance.
   (b)   Persons appointed as part-time deputy marshals or as policemen shall not be placed in command of full-time deputy marshals. Persons appointed as policemen shall not be placed in command of full-time or part-time deputy marshals. At the scene of an accident, crime or emergency, or at any investigation conducted by the Police Department, the chain of command, among officers designated as patrolmen, shall be, first, full-time deputy marshals, then part-time deputy marshals and then policemen.
   (c)   The Chief of Police may designate part-time deputy marshals, dispatchers and policemen with titles and/or rankings to facilitate the smooth operations of the Police Department.
