234.10 LAW ENFORCEMENT FOUNDATION FUND.
   (a)   There is hereby established in and for the Village a Law Enforcement Foundation Fund, to receive gifts of money and equipment for the benefit of the Police Department.
   (b)   This Fund shall be governed by a board of three residents of the Island, appointed by the Mayor, and approved by Council. None of the members of the board shall hold elective office or be employed by the Village.
   (c)   This board shall review and plan the business of the foundation and shall manage the gifts, investments and grants that have been given to the foundation.
   (d)   Gifts may be made anytime in a variety of ways: through an annual fund designed to support the foundation's current needs; through special gifts for support of particular projects or programs; through gifts to provide for endowments, buildings and equipment; through planned bequests and trusts; and through gifts of equipment, vehicles, supplies and services.
   (e)   The foundation shall account to Council in an annual report.
   (f)   Funds and equipment so received shall not be included in the annual budget, nor charged to the police operating costs.
   (g)   Possible projects for the foundation may include neighborhood violence prevention, programs directed to keeping youths away from crime, gun violence prevention, and crisis intervention. The foundation shall also assist in efforts to obtain Federal and State grants for the Police Department and shall assist in providing adequate equipment and vehicles for the Police Department.
