480.35 RAFTING-OFF.
   (a)   No person, being the owner, operator or person in charge of a boat or vessel, shall raft-off his or her boat or vessel so as to be the fifth boat or vessel from the dock, and no person, being the owner, operator or person in charge of the fourth boat or vessel rafted-off from a dock, shall allow a fifth boat or vessel to tie or moor to his or her boat or vessel.
   (b)   No person, being the owner, operator or person in charge of a boat or vessel, shall moor or dock his or her boat in a restricted or posted area, or beyond the number permitted for said area, and no person, being the owner, operator or person in charge of a boat or vessel, when being the last boat designated in a restricted or posted area, shall allow another boat or vessel to tie or moor his or her vessel.

   (c)   Rafting within the harbor is not allowed unless all vessels are individually anchored, up to a maximum of four vessels. It is the owner's responsibility to assure that the rafted vessels, including tenders, are sufficiently anchored to withstand the sudden wind squalls common to the area and to assure clearance between other anchored craft during wind squalls.
   (d)   No person, being the owner, operator or person in charge of a boat or vessel, shall raft off his or her boat or vessel while such boat or vessel is moored to a mooring buoy within the harbor.
