480.07 MOORING PROHIBITED IN CERTAIN AREAS.
   (a)   Generally.
      (1)   No person shall anchor or moor any vessel in such a manner as to restrict navigation, nor so that such vessel is located within a designated channel, including that area north of the yellow anchorage boundary buoys within Put-in-Bay Harbor.
      (2)   No person shall anchor any vessel in such a manner that its swing, while so anchored, would bring such vessel within the mooring buoy areas.
      (3)   No person, being the owner, operator or person in charge of a boat or vessel on the waters of the Village, shall allow said boat or vessel to be tied to a section of a dock, breakwall or shoreline that is painted yellow or otherwise posted.
      (4)   No person, unless in distress and no other vessel is endangered thereby, shall moor, anchor or tie up to any marker, aid buoy, light or other aid of navigation.
      (5)   No person shall anchor or moor a vessel in such a manner as to restrict the safe and open passage by upland property owners to or from their shoreline moorings.
      (6)   No person shall anchor any vessels so that its swing, while anchored, would bring such vessel closer than 125 feet to the shoreline, without written permission from the upland property owner.
      (7)   No person shall moor or anchor any vessel in a designated speed zone or water ski zone.
      (8)   All other applicable Federal, State and local laws shall be strictly enforced.
      (9)   The registered owner of the vessel shall be liable for violations of this division.

   (b)   Village Outhaul Ramp.
      (1)   No person, being the owner, operator or person in charge of a boat or vessel within the Village, shall allow said boat or vessel to be tied to the Village metal outhaul dock, unless for purposes of ingress and egress to the Village harbor area.
      (2)   This division does not apply to the officers, agents or law enforcement officers authorized by or acting in the scope of their employment.
      (3)   It is an affirmative defense to a charge under this division of mooring or tying to the Village outhaul ramp when the following applies:
         A.   The owner, operator or person in charge of a vessel has a trailer ready at hand; or
         B.   The owner, operator or person in charge of a vessel has tied or moored for a short period of time to obtain his or her trailer or to place his or her trailer in a storage lot.
