There is hereby established a summer parking restriction program within the Village of Put-in-Bay, which program shall be administered by the Chief of Police. The times and areas of restricted parking shall be appropriately posted. The summer parking restrictions shall be applicable from the Thursday before Victoria day weekend to and including October 11, of each year. The special parking restrictions shall be as follows:
(a) There shall be no parking between the hours of 8:00 p.m to 7:00 a.m. the following day on the streets surrounding DeRivera Park, as follows:
(1) No parking on Delaware between Catawba to Toledo;
(2) No parking on Hartford;
(3) No parking on Bayview from Hartford to Catawba; and
(4) No parking on Catawba from Bayview to Delaware.
(b) There shall be no parking on the south side of Delaware A venue.
(c) There shall be no parking on the south side of State Route 357 from the west Village boundary to Toledo Avenue, except parking of golf carts shall be permitted during this time period on the south side of State Route 357 between Catawba Avenue and the west side of Perry's Victory and International Peace Memorial, between the hours of 7:00 a.m. and 11:00 p.m., each day.
(d) There shall be no parking on the north side of State Route 357 from the west Village boundary to Toledo A venue.
(e) Parking of golf carts only is permitted on the east side of Toledo Avenue from its intersection with Delaware Avenue northerly to the entrance drive to the Perry's Monument Visitors Center.
