452.013   PAYMENT FOR PARKING IN DESIGNATED ZONES.
   (a)   As used in this section:
      (1)   "Designated Parking Zones" means the areas identified by signs or markings that are designated for public parking on the following public ways which require the payment of a fee in order to park:
         A.   Delaware;
         B.   Hartford;
         C.   Town Hall Parking Lot; and
         D.   Catawba.
      (2)   "Metered Parking" means parking in a which requires the electronic payment of fees through an application for the use of a parking spot in a Designated Parking Zone for a set period of time.
      (3)   "Summer Parking Period" means the time from May 1 through October 15, of each year.
      (4)   "Vehicle" means any vehicle propelled or drawn by power other than muscular power or power collected from overhead electric trolley wires, except motorized bicycles and electric bicycles not designed for or employed in general highway transportation. Vehicle includes but is not limited to automobiles, under-speed vehicles, utility vehicles, mini-trucks, and low-speed vehicles, including golf-carts.
      (5)   "Seasonal Renter" means any individual who rents and occupies property on South Bass Island for a period of 90 or more consecutive days in a 12-month period. Seasonal renter also includes individuals who rent and occupy property on South Bass Island all year.
      (6)   "Village Resident" means an individual who owns real property on South Bass Island or is a seasonal renter.
   (b)   No vehicle shall be parked Monday through Sunday during the summer parking period from 3:00 a.m. to 6:00 a.m. in any designated parking zone.
   (c)   During the summer parking period from 6:00 a.m. to 3:00 a.m. Monday through Sunday, no vehicle shall be parked in any designated parking zone which by sign or marking requires metered parking without promptly and immediately paying the parking fee.
   (d)   The fee for metered parking shall be at a rate of four dollars ($4.00) per hour.
   (e)   The appropriate signs for metered parking shall be installed according to law.
   (f)   Village residents may obtain an electronic permit exemption from the Village. The electronic permit exemption shall permit the Village resident to park said vehicle in a designated parking zone without paying the required fee pursuant to division (d) above.
      (1)   To obtain an electronic permit exemption a Village resident shall submit an application to the Village Fiscal Office. Along with the application, the Village resident shall:
         A.   Provide a vehicle registration certificate for each personal vehicle they are purchasing a parking pass for;
         B.   Pay an application fee of twenty-five dollars ($25.00) for each electronic permit exemption requested; and
         C.   Provide proof that the individual qualifies as a Village resident by providing one of the following:
            1.   Tax bill with their South Bass Island address;
            2.   Utility bill with their South Bass Island address; or
            3.   Driver license with their South Bass Island address.
      (2)   An electronic permit exemption shall be valid for 12 months from their date of issuance.
      (3)   An electronic permit exemption will be limited to two per household.
   (g)   Any person who parks a vehicle in violation of this section shall be liable for a parking infraction pursuant to Section 453.99.
   (h)   As residents and visitors using parking in the designated parking zones are accessing and deriving the benefits provided by the Village of Put-in-Bay, all fees collected by the Village from metered parking and electronic permit exemptions shall be deposited into the Villages' General Revenue Fund.
