220.14 ROBERT'S RULES OF ORDER; VERBAL STATEMENTS AT COUNCIL MEETINGS.
   (a)   In the absence of any rule on the manner of conducting its meetings and business, Council shall be governed by the current edition of Robert's Rules of Order.
   (b)   Unless otherwise authorized or permitted by a majority of Council, verbal statements at any meeting by any individual recognized by the presiding officer shall be limited to five minutes in duration. The total time allowed for verbal statements by all members of the public at any Council meeting shall not exceed thirty minutes in duration. Written statements of any length may be submitted to Council through the office of the Fiscal Officer at any time. All written statements to Council shall be made a matter of record.
   (c)   Subsection (b) hereof shall not be applicable to administrative hearings conducted by Council. Such hearings shall be conducted in accordance with law.
