810.07   APPEAL OF PERMIT DENIAL OR REVOCATION.
   (a)   If the Mayor denies an application for a special event permit or revokes a special event permit, the Mayor shall send the applicant or permit holder written notice of the denial or revocation and the right to an appeal, by certified mail, return receipt requested, or the Chief of Police or his designee may deliver said notice of denial or revocation to the applicant or permit holder with a signed receipt from the applicant or permit holder.
   (b)   The applicant or permit holder shall have the right to appeal a denial or revocation of a special event permit to the Village Council by filing with the Village Administrator, within five days of receipt of the notice of denial or revocation, a written notice of appeal setting forth the specific grounds for the appeal.
   (c)   The Village Administrator, upon receipt of said written notice of appeal, shall place the same upon the agenda of the next regular Council meeting, unless said Council meeting is more than three weeks away, in which case the Village Administrator shall proceed to request a special meeting of Council if requested in writing by the appellant, and said special meeting shall be held within two weeks.
   (d)   The appellant may appear and be heard in person or by counsel at said meeting. After such hearing, Council shall decide to grant the appeal, deny the appeal, or modify the Mayor’s decision by issuing or reinstating the permit with reasonable conditions. Council’s decision shall be final.
