(a) The provisions of this chapter shall be administered and enforced by the Mayor.
(b) The Mayor has authority to issue a special event permit that authorizes one or more of the activities as described in this chapter where the requirements of this chapter have been met.
(c) Each special event date will be considered for approval on a first-come, first-served basis, based on the date the application was submitted to the Mayor.
(d) Application for a special event permit authorizes appropriate departments and agencies to review said application.
