All plans and specifications for any structure, temporary or permanent, shall be first filed with Council and subject to its inspection and approval. If so approved, the Mayor shall then issue a building permit to the owner of the premises or the contractor acting for such owner. The fee for such permit shall be determined from time to time by Council. No such structure shall be erected, placed or located within the corporate limits of the Village unless and until such permit has been issued, and the same shall be issued if and when it is determined by Council that said plans and specifications comply with this Building and Housing Code. This section and chapter shall further apply in the case of altering, rebuilding or modifying any existing temporary or permanent building.
