The owner of each lot, land or premises connected to the sanitary or combined sewer system of the Village of Put-in-Bay, Ohio, or having such connection available, shall, as well as the lessee of such lot, land or premises, be liable to the Village of Put-in-Bay for any charge or rental levied by this chapter. All charges and rentals shall be collected by the Village of Put-in-Bay, which Village shall make and enforce such bylaws, rules and regulations as may be deemed necessary.
