(a) The Village Administrator is hereby ordered not to provide sewer service to, or allow the tapping of the sewer collection lines by, any residence, business or building until such time as all tap-in fees have been paid to the Village of Put-in-Bay in cash or by certified check. Said payment shall be made to the Clerk-Treasurer of the Village and the Clerk-Treasurer shall advise the Village Administrator that said fees have been paid in full.
(b) No person shall tap the sewer collection system of the Village of Put-in-Bay without first obtaining all necessary permits and paying all tap-in fees, and any person who taps into said sewer collection system without first obtaining said permits and paying all necessary fees shall be subject to the penalty provided in Section 1044.99 each time that such illegal tap-in is formally certified to the party in violation.

(c) The building sewer shall be installed by a bonded contractor. A general plan of the connection shall be approved by the Village Administrator prior to installation. The sewer installation shall include proper bedding, backfill, testing and cleanouts as required by the Village. The sewer shall not be covered or backfilled until it has been inspected and approved by the Village Administrator.
