(a) When any private entity, including developer(s), individual(s), association(s), or any other private or public entity submits its engineering plans for extension of Village water service, each application for the extension of a water line shall be accompanied by a fee of five hundred dollars ($500.00), as a minimum deposit charge, to reimburse the Village for the costs incurred in reviewing the plans to determine that the specifications and materials used in the construction of the water line extension meet the requirements of the Village, for making studies necessary to determine the effect of such extension upon the waterworks system in service, and the engineering feasibility for the requested extension. The five hundred dollar ($500.00) deposit shall be a minimum fee, and the entity/developer shall reimburse the Village for all plan review and inspection costs incurred by the Village on an extension project.
(b) When final plan approval has been determined, the Village Administrator shall calculate all plan review and inspection costs incurred, or to be incurred, by the Village and the entity/developer shall pay the amount as calculated by the Village Administrator to the Village at the time final construction approval is granted. Any overrun in plan review/inspection costs incurred by the Village over the amount calculated by the Village Administrator shall be billed to and paid by the entity/developer upon final construction of the water line. No water shall be supplied to the water line extension, or tap-in permit issued, until all fees required to be paid by any Village ordinance have been paid to the Village.
(c) If the total plan review/inspection costs incurred by the Village are less than the amount calculated by the Village Administrator, the Village shall refund the difference to the entity/developer as soon as reasonably possible after final construction approval of the water line extension.
