(a) The purpose of this section is to supplement the Village Water Emergency Plan, as promulgated by the former Board of Public Affairs, and to implement various phases of that Plan when needed.
(b) The Village Administrator shall institute such monitoring measures as are necessary to provide ample alert to any pending water shortage. The Village Administrator shall notify the Mayor whenever there is a potential shortage.
(c) The Mayor shall institute the following steps, generally in the order given, to the degree that the shortage requires:
(1) Village Administrator shall commence hauling operations under the direction of the Mayor as soon as the need is evident.
(2) Mayor shall declare water conservation ban to call for mandatory conservation measures, including car washing, lawn watering and overt waste of water. The Water Department personnel shall make and post notices.
(3) Mayor shall declare local emergency and shut off water to the docks, showers in the Village restrooms and other nonessential users of water.
(4) Mayor shall declare water emergency and seek help from State and from Federal Emergency Management Agency.
(5) Mayor, working with the County Health Service, the County Sheriff's Department and other County and State agencies, shall take such measures as may be necessary to maintain order and public health, including closing commercial establishments if necessary.
(6) Council shall approve any special changes due as a result of the hauling of water and subsequent conservation measures.
(d) Effective immediately, the following water conservation measures are hereby imposed: The Village Administrator shall have quarterly surveys made to identify all water leaks in the Village and shall order that repairs be made to the same.
(e) A seasonal Village Water Conservation Plan shall be established as follows:
(1) Bars and restaurants are encouraged to use paper and/or plastic.
(2) Bars and restaurants shall serve water only on request.
(3) Residents of the Village shall wash cars and water lawns only on Mondays through Thursdays.
(4) Any and all commercial toilets shall be converted to well water.
(5) The use of dock water shall be limited to daylight hours.
(6) All optional uses of water shall be limited to Mondays through Thursdays only.
(f) A water conservation ban, when called pursuant to division (c)(2) of this section, shall including the following:
(1) There shall be no car washing;
(2) There shall be no boat washing;
(3) There shall be no lawn sprinkling;
(4) There shall be no sidewalk and/or driveway cleaning with water;
(5) Water to docks and showers shall be limited, as appropriate; and
(6) Water shall be hauled, as appropriate.
