(a) The Village Administrator is authorized to use the streets, alleys and any other Municipally-owned property for distributing, laying, situating, placing, putting, installing, establishing and/or depositing, above and/or below ground, water and sewer lines and appropriate and necessary equipment, machinery, apparatus and any other accouterments.
(b) The Village Administrator shall establish all necessary administrative regulations and procedures necessary to carry out the provisions of this chapter.
