Whoever violates or fails to comply with any provision of this chapter is guilty of a minor misdemeanor for a first offense and shall be fined not more than one hundred fifty dollars ($150.00). For a second or subsequent offense within one year, such person is guilty of a misdemeanor of the fourth degree and shall be fined not more than two hundred fifty dollars ($250.00) or imprisoned not more than 30 days, or both. The penalties in this section are not exclusive.
