868.04 PERMIT ISSUANCE; DISPLAY.
   (a)   After the investigation of the application, if the Mayor or his or her designee decides it to be necessary, the Council shall hold a hearing on the application for a permit. If the Council finds, upon investigation and hearing, that the health, welfare, and safety of the public in the Village do not justify the operation of the vehicle for the permit desired, the Council shall forthwith notify the applicants of its findings. If Council finds, upon such investigation and hearing, that the health, welfare, and safety of the public in the Village do not justify the operation of the vehicle for the permit desired, the Council shall forthwith notify the applicants of its findings. If Council finds, upon such investigation and hearing, that the health, welfare, and safety of the public in the Village do justify the operation of the vehicle or vehicles for the license desired, Council shall forthwith notify the applicant.
   (b)   The trolley-shuttle vehicle permit shall be prominently displayed on the front windshield of the passenger side of each vehicle at all times.
   (c)   A photocopy of the driver's license of the driver of the trolley-shuttle vehicle shall be posted in a conspicuous location in the vehicle with personal information redacted.
