(a) No person, firm or corporation shall operate or cause to be operated a trolley-shuttle vehicle or proffer the services of any vehicle as a trolley-shuttle vehicle unless the owner of the vehicle has obtained a business license and, pursuant to this chapter, a permit from the Village for each vehicle.
(b) Every such license shall expire on April 15 the year after it was issued.
