No person shall drive or operate a taxicab within the corporate limits, unless he or she is duly licensed as provided in this chapter, except the operators of vehicles for hire who are not licensed by the Village may bring passengers into the corporate limits, but may not pick up any passengers within the corporate limits of the Village for any destination.
