Evidence of liability protection shall be furnished by filing with the Fiscal Officer a policy of insurance in the amount of not less than one million dollars ($1,000,000), known as combined single limit insurance coverage, issued by an insurance company duly licensed to transact such business in the State of Ohio, insuring the owner of such taxicab and also any person operating the same in the Village as a taxicab and agreeing to pay any judgment creditor, to the extent specified in such policy, any final judgment rendered against the insured or such operator by reason of such liability as provided in Section 866.18.
