(a) The owner or the person in charge of one or more taxicabs shall keep a record of all such taxicabs showing the body number, the Village license number, and such data as may be necessary to identify the driver of such vehicle at any and all times.
(b) All such records shall be maintained and not destroyed for a period of six months, and shall be subject to inspection at all times by the Chief of Police and by the Fiscal Officer.
