§ 35.02  MEMBERSHIP IN ASSOCIATIONS.
   (A)   Home Rule powers are vested in the county unit of government, as per I.C. 36-1-3.
   (B)   The County Board of Commissioners recognizes the need for participation of the county and its duly elected, and appointed, officials and members of their respective boards in local, regional, state, and national associations of a governmental nature which have, as their purpose, the betterment and improvement of municipal operations.
   (C)   The County Council is hereby authorized to appropriate necessary funds to provide membership of the county in state and national associations of a governmental nature which have, as their purpose, the betterment and improvement of municipal operations. The county representatives are also authorized to participate through duly designated representatives in the meetings and activities of such associations, and the County Council is authorized to appropriate necessary funds to defray the expenses of such representatives in connection therewith.
