§ 33.13  JURISDICTION; EMERGENCY OPERATIONS PLAN; OFFICIAL POWERS.
   (A)   Except as provided by §§ 33.02 and 33.03, the jurisdiction of the Emergency Management Agency shall be:
      (1)   Comprehensive and inclusive county wide; and
      (2)   Effective in both the incorporated and unincorporated areas of the county.
   (B)   The jurisdiction and applicability of the county’s Comprehensive Emergency Management and Disaster Plan, as adopted pursuant to § 33.12, and the exercise of any powers of the Chief Executive Officer of the county and the County Board of Commissioners under § 33.09(B) shall be:
      (1)   Comprehensive and inclusive county wide; and
      (2)   Effective in both the incorporated and unincorporated areas of the county.
   (C)   All incorporated areas of the county shall:
      (1)   If they develop internal plans, assure that those plans are drafted subject to the requirements of the Plan;
      (2)   Coordinate internal plans with the Emergency Management Agency;
      (3)   Assure inclusion of internal plans with the County Plan;
      (4)   Perform the functions and duties assigned by the County Plan; and
      (5)   Maintain their portions of the Plan in a current state of readiness at all times.
