§ 31.01  ADVISORY COUNCIL FOR POLLING PLACE.
   (A)   A local Advisory Council is hereby enacted, effective immediately, and shall be comprised of representatives of the disabilities community and elderly voters as follows: There shall be nine members to serve on the Council, and the Council shall meet, from time to time, and make recommendations as to improvements that should be done so that all polling places are handicapped accessed in such a way that all of the voters are able to exercise his or her right to vote.
      (1)   At least one person should be a person who is not ambulatory and is confined to a wheelchair.
      (2)   At least one person who is blind or visually impaired.
      (3)   Two elderly voters who are at least 65 years of age.
      (4)   The three board members of the County Board of Commissioners.
      (5)   At least two residents with a variety of backgrounds and partisan affiliations, being at least one democrat and one republican, preferably who are members of the County Election Board, and have knowledge of Election Board procedures and requirements.
   (B)   The County Council shall meet at least annually and advise in selecting a Council President and Secretary, if necessary, and advise as to any improvements needed at polling places, or to select a polling place that complies with all of the necessary requirements of a polling place that will accommodate disabled or elderly voters. The County Board of Commissioners may recall this committee from time to time as may be necessary, and to appoint vacancies that may occur from time to time.
