(A) Approval. All stages of development must be seen and approved by the County Highway Supervisor.
(B) Right-of-way minimum.
(1) Fifty feet right-of-way (20 feet of blacktop and 15 feet right-of-way on each side).
(2) A cul-de-sac or dead end shall have at least five feet of right-of-way on the outside edge of the asphalt of the cul-de-sac radius.
(3) The radius of a cul-de-sac shall be 60 feet to the outside edge of the asphalt roadway (asphalt roadway width to be 20 feet around the cul-de-sac) and/or all of the radius may be asphalted, if not, there shall be a berm of five feet around the inside and outside edge of asphalt in the cul-de-sac.
(C) Drainage of roadway and cul-de-sac, if applicable.
(1) A suitable side ditch on each side of the road for drainage six feet out from edge of blacktop surface.
(2) Culverts under road where needed.
(3) Divisions (C)(1) and (C)(2) above must be approved by the County Highway Supervisor before the road base is started.
(4) The roadbed shall be filled to minimum of three feet above an existing water table.
(D) Base of roadway.
(1) Six inches of 53’s or 73’s (stone) in a good, drained area.
(2) Poorly drained ground, or muck ground, may need #2 stone under the six inches of 53’s or 73’s. It must meet the approval of the County Highway Supervisor.
(3) The final grade of the base (from the center to the outside edges) must be a two-inch slope.
(E) Pavement specifications.
(1) All roads shall be paved according to specifications listed below:
(a) Sixty percent traffic of more than 40,000 pounds:
1. H.A.C., five base: Three inches thick.
2. H.A.C., eight binder: Two inches thick.
3. H.A.C., 11 surface: One inch thick.
4. Tack AE.T to INDOT specifications.
(b) Twenty percent traffic of more than 40,000 pounds:
1. H.A.C., eight binder: Two and a half inches thick.
2. H.A.C., 11 surface: One inch thick.
3. Tack AE.T to INDOT specifications.
(c) Ninety percent car and light truck traffic, or residential:
1. H.A.C., eight binder: Two inches thick.
2. H.A.C., 11 surface: One inch thick.
3. Tack AE.T to INDOT specifications.
4. H.A.C. mix design must meet specifications designed by the County Highway Supervisor.
(2) Hot asphalt concrete materials and application must meet the State Department of Transportation specifications. All roads shall be paved.
(3) All hot asphalt concrete mixing and application shall be performed under proper weather conditions, and be in the time period of April 15 to October 15.
(4) H.A.C. road surface to have a two-inch slope from the center to both edges.
(F) Section standards. The standards set forth in this section are minimum standards, and may be set higher if the County Highway Supervisor deems it necessary.
