9-3-11: EXCEPTIONAL CONDITIONS:
If in the installation of any electrical job the electrician installing the same shall find that on account of some mechanical construction of the building, location of fixtures or something that it would be impossible to follow the sections of this Chapter, in that case he shall first apply to the Inspector, stating his reasons for any changes and set forth the conditions with a statement of his desire for exceptions to the provisions of the sections for the particular job. If the Inspector finds that the conditions warrant the same and that it would be impractical and unreasonable to require a strict conformance to the sections, he shall have the authority to make special rulings, for the safeguarding of life and property and the improvement of electrical installations; but in all cases, persons engaged in the installing of electrical equipment and holding an electrical license, must be notified in writing of the decision.
