9-3-5: ADMINISTRATIVE PROVISIONS:
   A.   Special Rulings: The City Council, by motion or resolution, shall have the authority to make special rulings, when circumstances warrant, for the safeguarding of life and property and the improvement of electrical installations. In all cases, persons engaged in the installing of electrical equipment and holding an electrical license must be notified by letter of these decisions. (1988 Code § 5-304)
   B.   Right Of Entry: Every person owning, leasing, operating or in possession of any building or structure within the City shall permit the Electrical Inspector to enter such building or structure as often as it shall be deemed necessary by the Inspector for the purpose of inspecting the electrical or fixture work theretofore done or installed in, on or about such building or structure. It shall be unlawful for any owner, occupant or lessee of any premises wherein or whereon any electrical work has been done or installed and is being or is in use, to prevent or interfere with any such Inspector in the discharge of his duties under provisions of this Code; provided however, that the Inspector shall, upon request of the owner, occupant or lessee of the premises, exhibit his authority to make such inspection.
