It shall be unlawful for any person to:
A. Deposit On Public Or Private Way: Throw, place or deposit any rubbish, slop, garbage, filthy substance, grass, weeds, trees, brush or any other refuse or waste water in any street, avenue, alley or in any ditch or watercourse, or upon the premises of another, or upon any public ground in this City.
B. Unauthorized Container: Deposit solid waste in any container other than that owned or leased by him under his control without written consent of such owner and or with the intent of avoiding payment of the refuse service charge.
C. Interference: Interfere with, in any manner, the employees of the Authority or its contractor in the collection of solid waste.
D. Unapproved Site: Dispose of solid waste in an unapproved site. (1988 Code § 17-220)
