Except as provided in this Section, it shall be unlawful for any person to use the public streets, alleys and ways in this City for transportation of garbage, trash or other noxious substances. At the times and under the regulations prescribed by the Sanitation Officer, persons may transport over the public streets of this City and deposit in an approved landfill or demolition site, tree limbs, trees, rock, building construction trash and fill material; provided, that the Sanitation Officer may authorize persons or firms to utilize the public streets and highways to dispose of their own trash and refuse between the hours of twelve o'clock (12:00) noon on Saturdays and twelve o'clock (12:00) midnight on Sundays, and on holidays, such authorization to be in writing, but to be subject to revocation by the Sanitation Officer without notice.
