8-2-9: REDUCED RATES:
   A.   Established: There is hereby established a special rate for City refuse services for qualified low income/elderly/disabled persons. The rate applicable will be that rate charged under the contract between the City and/or the Authority and the contractor who provides said refuse service.
   B.   Services Provided: The services provided hereunder shall consist of the following:
      1.   One collection per week.
      2.   A maximum of sixty (60) gallons or one-third (1/3) cubic yard collection per week. The refuse may include household and/or yard trash combined. No additional refuse or trash will be allowed each collection.
      3.   Containers will be picked up where they are located, provided they are within one hundred feet (100') of the curb or traveled portion of the roadway or accessible alley.
   C.   Eligibility; Determination: Determination as to whether or not an applicant shall be eligible for the services shall be made by the City Council and the qualifications for said services and rates to be considered are as follows:
      1.   All persons residing at the dwelling, unit, apartment unit, duplex or triplex unit, or mobile home must be disabled by reason of age (65 or older) or have a physical disability;
      2.   Gross annual income from all sources at the dwelling unit, apartment unit, duplex or triplex unit, or mobile home shall not exceed the following:

   D.   Procedure; Application: Any and all persons desiring to receive said services and rates must apply in writing, to be approved for such services by the City. An application shall be filed, which shall include a completed and notarized refuse certificate, the unexecuted form of which may be requested from the City Clerk's office. All application certificates will be checked for eligibility by the City, with the assistance from the director of the Pryor Senior Citizens Center. Approval of service and rate eligibility will come by action of the City Council. (1988 Code § 17-218.1)
