A. Offensive: No person shall store, collect, maintain or display on private property refuse or garbage that is offensive or hazardous to the health and safety of the public or which creates offensive odors or a condition of unsightliness. Storage, collection, maintenance or display of wastes or solid wastes in violation of this section shall be considered to be a public nuisance.
B. Hazardous: No person shall permit to accumulate quantities of refuse, papers, trash, ashes or other waste material, within or close to any building in the city, unless the same is stored in containers in such a manner as to not create a health or fire hazard. (1988 Code § 17-208)
