6-2-13: PERMITTING UNAUTHORIZED DRIVER:
No person shall authorize or knowingly permit any vehicle owned by him or under his control to be driven upon any highway by any person who is not authorized under the provisions of the laws of the State to operate such vehicle. (1988 Code § 15-218)
