Such tax shall be collected monthly by such local telephone exchange company and paid within thirty (30) days after close of each collection month to the City Clerk, to be deposited in the 911 Cash Fund, and to be spent for engineering, installation, administration and other recurring or one-time costs necessary to implement, administer, operate and maintain such emergency 911 telephone service in the City.
