§ 51.42  PLACEMENT FOR COLLECTION.
   Solid waste matter in proper containers is to be placed as near as possible to a public road or street, however, solid waste matter including yard trash shall not be placed in a public road, street or alley, nor in any way be placed so that it could interfere with the free flow of traffic.
