(A) All solid waste mixed with water or other liquids shall be drained and wrapped in paper before being placed in the container.
(B) Thirty-two gallon containers shall not weigh more than 75 pounds.
(C) The lid or cover of every container shall be kept securely in place at all times except when filling or emptying containers.
