(A) Solid waste collection vehicles shall be so equipped and operated as to prevent refuse from being blown, dropped or spilled there from and offensive odors escaping there from.

(B) (1) It shall be unlawful for any person who does not pay a sanitation fee to the town to place or deposit at curbside or at any other location for collection by the town any solid waste of any type, which was generated outside the corporate limits of the town.
(2) It shall be unlawful for any owner or occupant of any residence, dwelling unit, business or commercial premise to allow any person who does not pay a sanitation fee to the town to place or deposit in a town designated container any solid waste which was generated outside the corporate limits of the town.
