§ 32.061  PROCEDURE ON APPEAL.
   (A)   At the trial of the appeal, the Mayor or Municipal Judge shall preside and the Council members shall sit as a court.
   (B)   A concurrence of a majority of the aldermen present shall be necessary for the reversal of the judgment of the Mayor, Municipal Judge or Mayor Pro Tempore, but if the Council members present shall divide equally in opinion, the judgement of the Mayor or Municipal Judge shall be affirmed.
   (C)   The Council members may reserve, modify or confirm any or all rulings or conclusions of the Mayor or Municipal Judge made or reached in the first trial of the case.
