(A) A Town Clerk/Treasurer shall be appointed by the Town Council.
(B) Before entering on the discharge of his or her duties and within 10 days from this appointment, the Town Clerk/Treasurer shall enter into a bond, payable to the town in the sum with sufficient security to be approved by the Town Council, conditioned for the faithful performance of his or her duties as Clerk/ and Treasurer; which bond shall be recorded in the office of Clerk of Court of Newberry County. A failure to give the bond within such time thereafter as Council by resolution may fix, shall operate to cause a vacancy in said office, which shall be filled by a new appointment. The person appointed to the Office of Clerk/Treasurer shall at once, upon giving bond hereinbefore provided for, enter on the discharge of his or her duties and be subject to such ordinance, order or penalties as may be fixed or prescribed by the Town Council, or a majority of the same.
(C) The Clerk/Treasurer for his or her services shall receive an annual salary in accordance with the town's current classification and compensation plan.
(D) It shall be the duty of the Clerk/Treasurer to deposit in such bank as Council may direct, all and every sum or sums of money received by him or her in his or her official capacity early after the same has been received in his or her name as Clerk/Treasurer, distinct from any other deposits made by him or her for his or her own use or otherwise; provided, nothing herein contained shall prevent him or her from keeping in his or her office for the smaller expenses of the town a sufficient balance for that purpose.
(E) It shall be the duty of the Clerk/Treasurer to make out carefully and distinctly, a monthly exhibit showing the amount received during the month and from what source and of amounts paid out and for what purpose.
(F) The Clerk/Treasurer shall not pay or liquidate any claims against the town until the claim has been examined and audited by the Council or an authorized committee thereof, excepting claims due for salaries, as specified, to each officer. He or she is hereby authorized to sign checks for authorized disbursement of town funds.
(G) It shall be the duty of the Clerk/Treasurer to make and publish in accordance with the requirements of the state law a statement of the financial condition of the town.
(H) (1) The Clerk/Treasurer shall be ex-officio clerk of the Town Council.
(2) The Town Clerk/Treasurer shall give notices of meetings, post the agenda, attend regular and special meetings, record votes of Council and keep minutes of the meetings.
(I) The Clerk/Treasurer shall file and preserve all papers which may come into his or her hands as Town Clerk/Treasurer.
(J) He or she shall attest and publish, as Town Clerk/Treasurer, all ordinances or other papers or proceedings required by the Town Council to be published.
(K) The Clerk/Treasurer shall transmit to the Council, monthly, the reports of the town officers.
(L) In addition to the books of account and records provided in this section, the Town Clerk/Treasurer shall keep such other books and records as may be necessary to the discharge of the functions of his or her office.
(M) The books and papers of the Clerk/Treasurer shall at all times, be subject to examination by the Mayor, and members of the Town Council or any committee of the Town Council.
(N) The Town Clerk/Treasurer shall notify the Mayor and all members of the Town Council of a coming election at least 65 days prior to the town election.
(O) The seal of the town shall be in the custody of the Town Clerk/Treasurer and the same shall be kept by him or her at all times in his or her office.
(P) The Clerk/Treasurer shall perform such other duties as may be assigned.
