§ 31.01  MAYOR; POWERS AND DUTIES.
   (A)   The Mayor shall be the chief executive officer of the town.
   (B)   It shall be the duty of the Mayor to be vigilant and active in causing the ordinances and laws of the government of the town to be duly executed and enforced.
   (C)   It shall be his or her duty to inspect the conduct of all subordinate officers in the government or management of their respective offices; and so far as is within his or her power, to cause all negligence, carelessness and positive violation of duty to be duly prosecuted and punished.
   (D)   The Mayor shall call special meetings of Council, whenever, in his or her opinion, the public interest of the town requires it, or when requested in writing by not less than 2 Council members.
   (E)   The Mayor, from time to time, shall communicate to the Town Council all such information and recommend all such measures, as may tend to improve the finances, police, health, security, cleanliness, comfort and general will being of the town.
   (F)   The Mayor shall require the submission of monthly reports by the various department heads of the town government.
   (G)   The Mayor, shall, as soon after a close of the fiscal year as is practicable, present annual reports to the Town Council, reviewing same and making such recommendations as may seem to him or her advantageous to the public service.
   (H)   The Mayor shall have the power to give the direction to any of the executive officers of the town as may be necessary to carry the ordinances, laws and regulations into effect.
   (I)   The Mayor fully elected and qualified shall, during his or her term of office, have the same power as a magistrate to compel the attendance of witnesses and require them to give evidence upon the trial before him or her or any person for the violation of the town code.
   (J)   The Town Council shall elect 1 of its members to act as Mayor Pro Tem.  The term of office shall be 2 years and the Mayor Pro Tem shall act as Mayor during the absence or disability of the Mayor, and if a vacancy occurs, shall become Mayor until a successor is duly qualified and elected.
